Aimee’s Law Heads to the House

Thursday, Oct. 8, 2026Stroud Township

The state Senate voted 33 to 17 on Tuesday (Oct. 6) to pass Senate Bill 1311, which would create a public animal abuser registry modeled on Megan’s Law. The Pennsylvania State Police would keep the registry, with photos and identifying information for people convicted of serious animal abuse. The bill is named for Aimee, a husky puppy abandoned under a bridge in Erie. It was referred to the House Judiciary Committee on Wednesday.

Sen. Dan Laughlin (R-49) is the lead sponsor, and Sen. Rosemary Brown (R-40), whose district includes Monroe County, is a cosponsor. Brown credited the Animal Welfare Society of Monroe and Camp Papillon in her release. As we reported Sept. 23, the Animal Welfare Society of Monroe got the green light to expand its Godfrey Ridge Drive shelter after Stroud Township’s Zoning Hearing Board approved a variance and a special exception on Sept. 16.

Lawmakers are scheduled to return to Harrisburg Oct. 19 to 21. Next stop for the bill is a committee vote in the House Judiciary Committee.
